FIN-FSA
The Financial Supervisory Authority (FIN-FSA, Finanssivalvonta in Finnish) is Finland's regulator for banks, insurers, investment firms, payment institutions and e-money institutions. It grants and withdraws licences, supervises how firms run their business and enforces anti-money laundering rules. It sits administratively with the Bank of Finland but decides independently.

What FIN-FSA does
FIN-FSA started work on 1 January 2009, when Finland merged its financial and insurance supervisors into one body. It authorises firms, checks that they hold enough capital and protect client money, supervises conduct towards customers and runs AML supervision for the firms on its register. Most of its budget comes from fees paid by the firms it supervises.
Where it fits in EU supervision
For the largest banks, the European Central Bank supervises directly under the Single Supervisory Mechanism and FIN-FSA works inside that system. For everyone else, including e-money institutions, FIN-FSA is the supervisor. It applies EU rules and European Banking Authority guidelines, so a Finnish licence follows the same standards as licences elsewhere in the EEA. A firm licensed in Finland can passport its services to other EEA countries after notifying FIN-FSA.
How to check a firm
FIN-FSA publishes a register of supervised entities on finanssivalvonta.fi. Search by company name or business ID to see what a firm is authorised to do and from when. A firm that only appears in another country's register may still serve Finnish clients through a passport, which the register also shows.
Narvi and FIN-FSA
Narvi Payments Oy Ab (business ID 3190214-6) is authorised by FIN-FSA as an electronic money institution (EMI). It appears in FIN-FSA's register of supervised entities and in the European Banking Authority's register of payment and e-money institutions, where anyone can check the licence. Narvi's licence is passported across the EEA.Client funds are safeguarded as e-money rules require; they are not deposits. Full licence and register details are on Narvi's legal information page.
FAQ
It operates administratively in connection with the Bank of Finland, but its supervisory decisions are independent.
No. FIN-FSA supervises firms; it doesn't insure balances. E-money is protected by safeguarding, not by a deposit guarantee scheme.
Yes, if it has passported its licence to those countries.
